Overview:
The Windsor Framework Agreement is an agreement between the UK and EU regarding goods crossing the Irish Sea from Great Britain to Northern Ireland. It will take effect on September 30, 2024.
The main goal of the Windsor Framework Agreement is to streamline shipping between GB and NI, minimising barriers and ensuring an uninterrupted flow of goods. The agreement aims to create a more flexible and business-friendly environment by simplifying the customs procedures and regulatory checks, ultimately leading to the timely delivery of products to customers.
Conceptual “green lanes” and “red lanes” will be introduced, reducing the checks and paperwork on goods destined for Northern Ireland and separating them from goods at risk of moving into the EU Single Market.
Goods destined for Northern Ireland, passing through the “green lane”, will not require a commercial invoice. Ad-hoc checks will be conducted as needed to ensure compliance.
For B2C and C2C parcels, carriers must collect item-level information and supply it electronically to customs. For B2B, businesses must be authorised by the UK Internal Market Scheme (UKIMS) and declare goods “not at risk.”
Carrier Requirements:
The following table outlines the data required by each carrier to ship from Great Britain to Northern Ireland. These changes will be live in Scurri from 30th September 2024 (unless otherwise indicated). Where you see TBC, we are still working with the carrier to confirm their requirements.

* Royal Mail will support B2B shipments on the Tracked 48 services.
** For Pro Carrier these requirements are already in place for shipping to Northern Ireland. They also require country of origin and invoice type/incoterm.
