To create a new rule, click the Create Shipping Rule button on the list page to open the multi-step form.
Step 1: Rule name
First, enter a Rule Name. We recommend a name that clearly describes the rule's logic or purpose, making it easy to identify and maintain later.
Example rule names:
High-value orders - Premium carrier
Next-day delivery - UPS
International - DHL (cheapest option)
You can also determine whether the rule will be active or inactive when created. By default, it is set to Active. If you want to create a rule but prevent it from being applied immediately, toggle the switch so it is created as Inactive. Rules can be activated or deactivated at any time directly from the list table.
Step 2: Conditions & logic
This is where you define the logic of your rule. Specify the conditions that must be met for this rule to be allocated to a shipment. Multiple conditions can be combined, and the shipment must match all of them for the rule to apply.

A single condition type can be used twice, but only with opposite logic on the second use. For example, if your first condition is "order value is greater than 25", you can use "order value" again only with "is lower than" as the operator. Learn more here.
For conditions that contain long lists, an expand button will appear on the right side of the input field if the text exceeds the field's width. Clicking this button opens a pop-up window showing the full list. From there, you can easily edit the values and click Apply changes to save your changes.
Step 3: Allocation
In this section, you select the carrier and service that will be assigned if this rule's conditions are met. You can also configure optional service enhancements (such as signature required or proof of delivery) as well as default values for customs related fields.
Important: Customs Details Default Values. Values imported via API, CSV, or UI will override the defaults set in this section. The default values will only be applied if they are empty on import.
Ship from warehouse
To explicitly route shipments from a specific warehouse, select the warehouse name from the "Ship from" dropdown. If you leave this field unset (the default), the system will use the warehouse specified on the shipment when it is imported into Scurri.
Tip: This is useful when you have multiple warehouses and want certain rules to apply only to shipments from specific locations.
Allocation type
After this, you must decide how you want to allocate and to which carrier(s):
Single carrier service: Allocate all matching shipments to one specific carrier and service that you select.
Find cheapest: Select multiple carrier services, and the system will automatically allocate each shipment to the cheapest option among them. This is ideal when you want cost-optimisation while maintaining a choice of carriers and services.
Example: Create a rule for "All orders under 20 - find cheapest". Select three services: UPS Parcel, DHL, and FedEx. For each order, the system calculates the cheapest rate and automatically selects it, saving you money without sacrificing flexibility.
